No, like any other Windows network environment, a machine that wants to make some or all of its local resources available to other systems on a network, LAN, WAN or Internet, must make shared resources visible to the network - you need something that's a part of the operating system to publish the information (the Server service under NT, or the Fie and Printer Sharing service, in conjunction with one of the network clients under Win9x.) and provide access control and network services to to other systems.

You're going to need to read a whole lot more than Rick's book to get everything you need to know in order to do this; I'd suggest the core curriculum for Microsoft's Network Essentials exam, exam 70-058, to be a good starting point. Microsoft's curriculum deals with the basic concepts behind all types of networking used in the Windows environment, and Exam 70-058 is a prerequisite for virtually all of the Microsoft Certification programs.
