I hate to be repetitive, but
copying files to a target system is not an adequate install of the VFP runtime environment. Either build a distribution disk set using Setup Wizard to put at least the runtime files in place, or use another installer tool that will copy and register files as needed, update any shared components that may need updating, and will create registry entries that you need but can't be created by self-registration of VFP components. There have been a ton of messages on this subject in the past two weeks.
