If you have not specified otherwise, it puts the FOXUSER file in the Starts In directory in the shortcut. One possibility is that the user doesn't have the necessary rights or disk space; another is that their Starts In directory is shared with another user, and the file is not set up ReadOnly; a FOXUSER file is opened exclusively by the first user into it unless it isn't writable.
