Nope, Root Beer is a soft drink like Coca-Cola. There are non-alcoholic brands of beer (if you could call it that) in the US.

Most major cities in the U.S. have what are referred to as "micro-brewries". The one I was at in Savannah also was a restaurant. And not too bad at that. My wife didn't dare try the stout. She selected something much lighter.
