I have not got a clue unless they're .CPL files; I think that you'd have to do some sort of manipulation of the HKEY_CURRENT_USER\Control Panel subkeys, but I have no idea what the exact manipulations would be. Control Panel is not a folder in the sense that you can add shortcuts to it directly.
