Well, you can use a character memory variable and check in the valid if it's a date and whether the century was added.

Personally, I think anytime we use the words "force [some] users" we should rethink the interface. Specifically, can't your application make a sensible guess as to the century and either default it (read about the ROLLOVER clause in SET CENTURY). Allow the user some benefit of doubt as to their intelligence < bg>. If there are some "business rule" type validations, you can check "sensibility" of the entry whenever you do your form validations.
