No. PDF uses a proprietary format coding, that does not translate to RTF/Word etc. Only the most recent version of the reader (4.0) even allowed highlighting text in the document to copy, and no version allows editing. Previous version do not allow any access to the text beyond visual inspection.

There are some 3rd party tools available as Acrobat plug-ins that help preserve some of the formatting (columns, etc.), but I have never seen one that will preserve text properties like bold and color.
