It is one of several symptoms from SQL filtered result sets. It's not so common anymore, just because most of use either (or both) NOFILTER/Deleted() tag, and of course many SQL result sets are not filtered by their nature, also...when it first happened to me, though, I'll admit being baffled for a while :)
