Thanks for your suggestions. I think I figured out what was happenning.

Before creating the set up disks, I copied all tables to the distribution folder, deleted all test data, and packed the tables. I must have done something wrong during that process because when I installed from these disks, the tables were not being updated. I tried copying the data folder I was using in development (which was working) to the folder where I had installed, and it worked perfectly.

I went back and cleaned up the tables in the distribution folder, copied the entire folder to the distribution folder, ran the set up wizard again, and now the tables are updating as they should.
