For screen sizes, look at the SYSMETRIC() function. Depending on what you're trying to do, SCOLS(), SROWS() and FONTMETRIC() may be useful as well.
I don't specifically know how to tell if you're running small (the default) or larger fonts - especially since they can now be percentage scaled. I'll be interested in seeing other responses to your query.
