Just a SWAG, but try moving NOCONSOLE so that the destination spec is the last clause of the command, IOW:

REPORT FORM G:\DB\SUBD\RPT_ALFA.FRX NOCONSOLE TO FILE G:\DB\REPORTS\TEST
