The menu program is probably still held in memory; do a RELEASE MENUS to release the currentr menu definitions, and a CLEAR PROGRAM to clean out the program cache. If you want to be really sure that a particular menu is gone, try using RELEASE MENUS name of troublesome menu bar EXTENDED which gets rid of not only the menu itself, but also the associated ON SELECTION commands and all subordinate menus
