I believe it's called OS2.NLM, and it should be easy to find. The command to load it should be placed in the startup file (autoexec.ncf) for the server.
If you don't have long file names, you shouldn't be getting the error! LFN's include names with spaces... Could you be trying to create a folder (directory) with a long file name? Other than that, I can't imagine why you'd be getting this error...
