Remove Dial-Up networking.
Remove any dial up programs.
Reboot the computer.
Re-install dial up networking and programs.
At some point you will be asked if you want dial up networking to
start automatically...or something like that. Say No.

The only downside is...you cannot go directly to Netscape or IE and have
it dial for you...you must go through dialup networking or your ISP software
first.
