I know that you can accomplish that using Group Bands - by setting the minimum distance before starting a new page. With Detail bands....I am not certain. It seems that the only control over the Detail band is whether the size of the band is a constant height/value. Maybe you could get this to work using something like GenRepoX or some other object/class based device?
