Got this tip from Bob Guich. And this solved it all. Try HTML help-file on a computer WITHOUT VFP installed. It won’t work. Bob wrote to me:

As I remember, the issue was resolved either in the first patch to the Setup Wizard, and definitely in the Setup Wizard that accompanies the VS SP3 patches.
