Metaframe/Terminal Server is definitely the way to go if you have the money. You are probably looking at approx $6,000 for a decent 15-user setup (hardware and software licensing). I do a lot of TSE/MF in "real life" and the technology is so nice....

Anyway, what about creating your app in "straight" VFP and using nothing but remote views to VFP data? Then you can use the VFP ODBC driver to fetch small amounts of records at a time from the source over the modem line. If you just use SQL for everything, and let ODBC so the "slow link" work, then you'd have a solution that worked well for remote dialup users and local ones, no? I know the VFP ODBC driver is limited compared to what you get out of local views, but if you work around them....
