In order to run an MTDLL locally on a system, you need the VFP runtime and the DLL installed properly at a minimum. the DLL must be registered on the system using REGSRV32 as well. Build a Setup Wizard install that includes the MTDLL runtime and your .DLL, and let it know that you need to register the .DLL and you should be fine.
