WinSock is Windows Socket services - a whole class of APIs that deal with the IP stack; it's likely being invoked by some network connection service somewhere - dial-up networking or a TCP/IP or UDP LAN connection are the places it is seen most often.
If the spelling is exactly what you state, there's something very screwed up, since the name of the WinSock control doesn't match up with anything I've actually seen; if you're guessing at the spelling based on something the user said, you've probably misspelled the actual WinSock control name.
