I had heard this was some sort of problem with "memory fragmentation". As you've noted, it only occurs after other apps have loaded/unloaded. The only solution I've found is to make sure the FPW app is loaded first thing, and doesn't exit. Sometimes it's OK, other times, it locks up as you've described.
