Just make sure the report controls toolbar was open the last time a report was being modified when you compile, and then distribute the Foxuser file with the app (the Foxuser.dbf stores what toolbars to display). But the user can still close the toolbar, and you will not be able to reopen it. The only way that I know to prevent this is to set the toolbar's ReadOnly field to .T. in the foxUser file. Open Foxuser.dbf and brow for name = "Report Designer" and changethe property in the browse window. This resource file then has to be distributed.
