For VFP6, I keep referring you to VFP6R.DEP, which lists the runtime files and their dependencies. This file will exist on your development system in the DISTRIB.SRC directory. You can also take a look at Mike Helland's FAQ entry on files needed for the VFP6 runtime.

For VFP3, you got a fine recommendation from Thomas - create a setup wizard install using VFP3, take the distribution disks it makes to a fresh system that doesn't have VFP3 on it, and let it install the VFP runtime from your Setup Wizard install. The files added to or updated by the Setup Wizard install will be the files needed for the runtime.
