Along with the other two suggestions, there's another possible setting, this one in Eudora. I'm not sure under which configuration location it is (not in front of Eudora at the office), but there's an option "Intercept Netscape Mailto:'s". I've seen this intercept netscape and IE mailto's, so it is not that unlikely that it intercepts Outlook's internal ones as well, if it's using IE's HTML engine for displaying HTML messages (which is also what Eudora 4.x uses to display HTML messages).
