Look into the Win98 Zero Administration Kit, which gives you considerable control over the features accessible from the desktop. A good starting point for this is The "Zero Administration" Initiative for Microsoft Windows; it'll point you to a variety of resources for ZAK, and will tell you what you can and can't do with it.

I'd advise you to 'tone down' your attitude towards your end-users; some of them aren't so dumb, and you'd probably not be terribly happy if a half-dozen Teamsters showed up at your door looking to make a slight 'attitude adjustment' one morning.
