Actually, under NT, a FAT16 volume can be up to 4GB, but I don't think that the file system is or has been the governing issue for quite a while - huge disk volumes have been available for some time (NTFS, HPFS, NetWare.)

Under Win9x (and Win2K), FAT32 also can exceed the 2GB limit.
