The vValid contains all the data for legit choices.

Category could be either STATE, COLLMETH or CARDTYPE.

I would use a join if possible but I'm not sure it can be done if all the valid picklist choices are in one table. I put it all together b/c we'll have many more picklists in the future and wanted to keep the number of tables to a minimum.
