You can set the partition of a grid (that small black square at the bottom left of the grid - drag it to where you want it). Setting the partition may be done at design or run time. However, I don't know how and if its possible to prevent users from changing it's location at run time and if its possible to prevent scrolling within that partition. If you find out, please let me know.
