You always have a value for REFRESH since it's a SET command. If you don't set it, it's the default value.

SET REFRESH determines in FoxPro the delay between the moments when the data is read again from disk into buffers.

So, if the SET REFRESH is to 1 second, you can have a delay of up to 1 second between the moment when a station makes a modif until the moment when an other station sees it.
