From what I understand, they'd accepted a commitment from the People Republic of Taxachussets to have a new stadium built when they backed out of the deal in Hartford; I think they had to commit for at least a couple of years beyond the estimated completion date of the stadium (sometime in 2001-2002.) I don't know what promises were made, or if hostages were exchanged, but Houston would have to offer a pretty big market to get them to give up on an NFL team anywhere in New England.
