Hi Mike,

I think this makes sense. When a user clicks with the mouse, usually it's to highlight a section of the text. So when you click on a textbox the cursor is positioned where you've clicked and you can drag from there. One exception to this is IE and it drives me nuts having to click on the Address box twice to highlight a section of the URL. When a textbox gets focus with the keyboard there is no way to have the cursor fall in a particular place in the text.
