A few possibilities:

(1) The user has reached the maximum allowable size for the registry.
(2) Under NT, the user does not have the necessary privileges to write to the registry hive
(3) A System Policy blocks updates to the registry hive in question
(4) The registry is hosed

If (1), you either need to expand the size of the registry under NT by enlarging the swap file and registry size in the System Control Panel applet, or you need to make some free disk space on the disk volume the registry resides on, or under Win9x, you need to delete some other entries from the registry because you've reached the maximum size allowed by the version of Windows that's running.

If (2), install from an account with the necessary permissions - usually, and NT install asks for you to install from an Admin equivalent account.

If (3), have the system administrator modify the System Policy blocking access to the section of the registry you need to update, at least for the duration of the install, to give the user write access to the registry hive in question. This is usually only encountered with heavily controlled system environments.

If (4), pray like hell they've got a good backup of the registry, or a registry repair tool like RegClean can fix it, because you may be looking at a complete system reinstall otherwise.
