Absolutely bizarre. Are all of the file sizes and dates the same? What are they using to copy the data. If you can reproduce this problem with a 3rd party product (the copying product) I would report it to MS.

I would be interesting if you could take a new clean Win install, then only put the VFP runtime on it. Verify it works. Use the copy utility. If it is broken after that then the utility must be flawed.

I have to manually delete the runtime files, then run setup. It appears the runtime files are getting damaged and setup is not aware of this, so it doesn't try to overwrite them.
