I don't understand what you're asking. Are you asking if you can force another system to reboot remotely, the answer is only if the system provides a mechanism to let you do this. You could write a COM server that could trigger a reboot and execute it from another system via DCOM, but you'd have to have the machine up and running already with the COM server running to make it work.

Remote control software will usually provide a mechanism to reboot the host computer - at least this is the case with PC Anywhere, assuming that the caller has adequate permissions to to do this (there are security restrictions in PC Anywhere that restrict the access to the reboot facility.) This won't help in situations where recovery requires a cold boot - equivalent to requiring a power off/power on sequence.

If you're asking if it's possible to call in and turn off/turn on/cold boot a system, there are dial-up devices similar to modems that will allow you to call a telephone number and by entering an access code, cycle the power via a power strip or power supply connected to the modem device. There are a number of vendors for this type of equipment; I've seen them advertised on some of the large hardware vendor sites like CDW on the web.
