My 17" DELL trinitron doe snot have such a problem. On the other hand, it is just under 2 years old.

If it's that bad, have you tried a razor blade to scrape?

Is the "smudge" in a single place?... all over the place?... Do you really have NO idea as to what caused it?

I think that contacting DELL to get some ideas would be your best bet. I have always found them helpful (though I never had a question like this).
