Default ordering on a group of controls is from left-right, top to bottom like you were writing on a paper. First virtually divide them into groups in your mind. Then start with the first group, select controls for it using Shift+Click (or spacebar). Select reorder. They should have numbers starting with othercontrolscount + 1. As you repeat this with other groups, first control in first group becomes 1 :)
Be clever when grouping. ie : consider you have this :

First Name ------------ Address ---------
Last Name ------------ Phone ----------
Birthdate -------------

Last visit -----------
Hobbies -------------


First Name, Last name, birthdate is first group, Address,phone next...
If you select First Name, Last name, birthdate, Address,phone all in one group then ordering would be (changeable though) :
First Name
Address
Last name
Phone
birthdate
