I, too was shopping for an ActiveX comm control within the last year. I will bet you're out of luck. Specifically, I wanted a TAPI-capable control, and there was nothing that was truly FoxPro compatible. My suggestion is to find the best control, then sharpen your VB or Delphi skills, because that is what the control will be geared for. I chose PDQComm. It works OK, but could be better.
