That same thing happened to me.

I discovered that I had to delete the COMPRESS and NETSETUP directories that the setup wizard generates. Then I delete the DISTRIB that's in the VFP directory. Be careful there's another one called DISTRIB.SRC you must NOT Touch this.

After deleting the above directories I re-run the setup wizard and all went fine. Hope this helps.
