The best thing for you to do is to install a staging server running Nt Server and IIS 4.0 and not use PWS at all. This is the route I chose and it is a much better environment that PWS/MTS running on Windows 95/98. You have access to all of the features of IIS 4.0 and MTS 2.0 as opposed to only a fraction of the features that are included for PWS and MTS for Windows 95/98.
