AFAIK it was related with VFP3.0. Filename (.exe) that are not in 8.3 format was one of the causes. I think it was fixed in 5.0a but not sure. There should be setupwiz.exe patch somewhere here on files section.
You can try to rename your exe to 8.3 format.
