Unfortunately, DESC is the 4-character abbreviation for DESCENDING so FoxPro was interpreting the index as ...

INDEX ON UPPER(DESC) TAG [no-name] DESCENDING

This one cost me several days of scratching my head, pounding my fist on my desk and a few (okay, more than a few) swear words along the way <s>.
