I have a quirk that I would like to find a workaround for:

I have an application where we give the users a report viewer/printer facility, so they can look at results before or instead of printing them. For aesthetics, we decided to have all reports come up in full-screen zoom, with the preview toolbar.

The quirk is that if we have the toolbar docked, when the users open a report, they only get the vertical scroll bar, not the horizontal one. If we have the toolbar as a palette, no matter where, we get both scroll bars. Again for aesthetics, we would like to dock the toolbar, but want the users to have both scroll bars.
