I'm not sure that it's the same with older versions of explorer, but check the registry key HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\explorer\Advanced\Folder\DontPrettyPath, and mae sure there's a registry value text that reads Allow all uppercase names
