you don't need NT Server for any Web development, but I would highly recommend using NT Workstation over Win98. Win98 is not a realistic Web platform because of the way the environment works - you will never see some security issues on Win98 that you need to deal with on NT which is where your applications will get deployed. This is not difficult per se, but something that trips up many people who start with 98 and then try to move their apps to NT.

NT Server is better, but not required. You can install NT Wk - just make sure you install the Microsoft Management Console when you install the NT Option Pack. Without it the Web server administration is severely limited.
