Not at all. Dave makes a good point; users will be sick and tired of entering "2000" and "2001" when, to them, the century is obvious. It's a psychological issue.

If you probably recall, a major refactoring method is counting keystrokes. Adding a century ALL the time adds two keystrokes to an input field. In most apps, the century ambiguity will be resolved in context; in those cases, 4 digit input years are overkill and a hallmark of a "dumb" application.
