Make sure that control is indicated under the Tools/Options/Controls tab (in the list box). It should be listed as "Microsoft Common Dialog Control" with a version number. If, after checking its check box, you select the ActiveX option on the form controls toolbar, you click on it and drop it on a form, you'll be able to directly access the help for it via the context menu (right click the control and select Help from the popup). You can also, from the Visual Studio help, locate "Common Dialogs control" in the index.
