Well if you look at the descriptions of the GotFocus it states that this will occur when an object receives focus (you just landed on it) the when states it a little differently as this occurs before a control receives focus. So to me if I wanted to know a little about where the user came from I could know in the when event. If I did not care the I would use the got-focus event. Also I think the When could be a carry over from the past and got-focus could be its replacement.
