I'm making some assumptions here. It sounds like Windows is looking for langugae localized versions of the control. If so, you might want to inquire of MS all of the localized versions of the Scroll Bar control (and get them) and then .... hmmm ... I guess the rest goes into selective registering on installation or on first runtime...one of our API gurus may be able to help out with specific code on this one.
