Win* is used internationally. So IMHO, its dial-up, modem installation, configuration pages should be the one to base on. Simply it asks for numbers to dial outside, national and international prefixes, and it asks area code + number. User may possibly choose to dial like me :) (all prefixes, area code are empty and I write all into number field - 0 (822) 444 44 44). Since Win* doesn't use an inputmask there I think you shouldn't too.
