If there is nothing specified in CONFIG.FPW, the FOXUSER files will be create3d in the starting directory for the executable. If you're starting it from Explorer without a shortcut, it's probably being started in the Desktop context. Try starting it from a shortcut, or add an entry to the CONFIG.FPW to specify where the FOXUSER files can be found (in which case, you'll probably want to establish a DOS environment variable FOXPROWCFG to specify where to find the CONFIG.FPW...
