The first two links are tools that can build .hlp files. (Rick's West Wind tool only creates the new HTMLHelp files). I use ForeHelp as my tool of choice. In FPW you simply SET HELP TO YourHelp.HLP and you have to use SET TOPIC (or something like that) or HELP Id with the right helpcontextid in your code to get to the correct topic.
